The boozed-up driver who allegedly veered onto the sidewalk – hitting kids and adults attending an NYPD precinct Halloween event on Thursday – was charged with vehicular assault, cops said.   Michael Marsh, 56, was driving with a . 26 blood alcohol level when he allegedly careened his van into the middle of a “Trunk or Treat” event outside the 83rd Precinct stationhouse on Knickerbocker Avenue near Bleecker Street in Bushwick, law enforcement sources said.
