WASHINGTON — Vandals struck the World War II Memorial on Thursday — dumping bubble soap into a fountain and scrawling a bizarre protest message. “Clean Hands Dirty $” a red-painted message read — without making it clear why the site commemorating a conflict that ended 81 years ago was targeted. Frothy bubbles stood several feet tall from a fountain commemorating the war’s Atlantic Theater, in which the Allies crushed Nazi Germany.
