An 18-year-old man was shot dead by a group of scooter-riding goons outside a Queens public housing building on Sunday morning, police said. Jafre Waugh was standing in front of his home at NYCHA’s Woodside Houses when four men rode up and opened fire, blasting him in the chest and back on 49th Street near 31st Avenue in Woodside around 12:15 a. m.
