The criminal illegal migrant shot by an ICE agent in Manhattan last week still has the bullet lodged in his neck, can’t eat and has to drink bathroom sink water under “horrific’’ jail conditions, his lawyers say. Convicted armed robber Oscar Belgal, 28, of the Dominican Republic is being forced to endure the torturous situation while being held in solitary confinement at the Metropolitan Detention Center in Brooklyn – the same lock-up where alleged healthcare CEO killer Luigi Mangione and deposed Venezuelan dictator Nicolas Maduro are housed. 3 Oscar Belgal is shot and cuffed by federal immigration officers in Upper Manhattan last week.
