New York lawmakers finally greenlit a massive, $269 billion state budget late Wednesday — two months after its due date. The spending plan includes a pied-à-terre tax on luxury second homes in New York City, rolls back costly state climate goals, adds a 50-foot buffer zone around houses of worship for protests and extends mayoral control of Big Apple schools for two years. The final budget also includes a “no tax on tips” plan.
