Southern California’s Halloween could be in for a soaking, with forecasters warning that a storm could bring Los Angeles its first rainy Oct. 31 in more than a decade. The National Weather Service is warning that the odds of a wet Halloween weekend are climbing, with a 90% chance of rain somewhere in the region between Friday and Nov.
