GOP candidate for governor Steve Hilton on Tuesday revealed the first stage of spending cuts he says will pay for his plan to completely remove state income tax for Californians earning up to $150,000. Hilton told The California Post that the state will be able to save money for his ground breaking tax cuts — which will impose a 8% flat rate after the first $150,000 — by slashing government spending, including forever shelving California’s $126 billion high-speed rail project. He plans on defunding the “homeless industrial complex,” where billions have been funneled to homeless nonprofits by the state government in an attempt to combat the state’s drastic homelessness problem.
