A deranged vagrant who allegedly hit a helpless baby girl with a cellphone in an unprovoked attack in Manhattan is an unhinged career criminal with more than two dozen busts on his rap sheet, The Post has learned. Marc Okon, 49, is awaiting arraignment on assault and child endangerment charges after police said he went off on a crazed rampage near Bryant Park on Saturday morning, striking the youngster with the phone and trying to hurl it at her mom in a shocking broad-daylight attack. Okon is no stranger to NYPD handcuffs, police said Sunday.
