Looters have begun targeting empty homes in Orange Country after the toxic tank leak forced the evacuation for up to 50,000 residents for their homes. Police have confirmed seven arrests have been made as prowlers moved into deserted streets in Garden Grove that surround the GKN Aerospace facility.
