Gavin Newsom adds $291M to struggling CARE Court homeless program amid backlash

Gov. Gavin Newsom announced California would spend another $291 million on his controversial homeless prisoner program – despite criticism it’s not delivering results. The Community Assistance, Recovery, and Empowerment program (CARE) is supposed to help mentally-ill offenders who bounce between between homelessness and jail.
