A knife-wielding maniac stabbed three people, killing one woman and a dog, during a “road rage” breakdown on the side of a Virginia highway Sunday — before he was fatally shot by a state trooper. The southbound Capital Beltway on I-495, closest to Annandale, roughly 15 miles outside of Washington, DC, was at a total standstill by 1:30 p. m.
