An unattended bag briefly delayed the start of Staten Island’s St. Patrick’s Day parade Sunday — as international tensions roiled in the wake of the growing conflict with Iran. The Target bag left near the stepping-off point of the parade delayed the procession for nearly an hour, as police investigated it as a possible explosive device, reports said.
