Roughly 1,500 Con Ed customers in Brooklyn were still without power Sunday afternoon as technicians scrambled to patch outage hotspots amid a record-shattering cold snap over the weekend. The mercury dropped to 3 degrees in the city Sunday, with bitter wind chills dragging the real feel temperatures to 14 degrees below zero.
