Deranged nutjob slaps 2 little kids in unhinged tantrum near NYC’s High Line: cops

A deranged stranger slapped a toddler and an unrelated 7-year-old kid in a twisted midday tantrum steps from the High Line on Wednesday, cops and sources said.   The attacker – described as an “emotionally disturbed person” – struck the 2-year-old girl and school-aged boy in the face around 12:30 p. m.
