The Postal Service’s (USPS) final rule at the center of the dispute expressly exempts ballots covered by the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) from the new federal ballot-mail requirements — though an Obama-appointed federal judge temporarily stayed key provisions of the rule Thursday.
