A pint-sized NYPD cop sued for allegedly sexually harassing a deaf coworker was charged Tuesday with pointing a gun at her, too. Officer Quilbvio Espinal, 35, was arraigned on menacing charges in Manhattan Supreme Court for allegedly threatening civilian NYPD computer worker Megan Kwan with his weapon at police headquarters March 26. Kwan, 25, who is Asian and relies on hearing aids and lip-reading to communicate, recently filed a civil suit against Espinal claiming she endured a two-year campaign of sexual and racial harassment from him and his supervisor, Sgt.
