Investigators began investigating contracts in the Upper West Side’s District 3, where Samuels was superintendent from 2022 until he became schools chancellor in January, with Sean Kreyling’s Language Learning Network after a whistleblower alerted them to disgraced teacher Ralph F. Franco working at Manhattan School for Children and Community Action School.
