A Long Island creep who keeps pleasuring himself in front of random women “again and again and again” was arrested – then set loose because of the state’s bail policies, prosecutors said Tuesday.   Alleged creep Nicholas Critelli, 20, was busted for two October incidents where he exposed himself to women while touching himself, only four months after he was busted for letting it all hang out in front of two other women, according to officials. Both times he was set free because the charges weren’t bail eligible, the Suffolk County District Attorney said.
