A vicious Venice resident is on the run after he allegedly used a samurai sword to nearly hack off another man’s arm, leaving a bloody scene and shocking neighbors. The psychotic sword fighter allegedly used a 16-inch samurai blade to assault a 27-year-old victim on the street in front of a low-income housing complex at 720 Rose Ave. on Thursday around 6:30 p.
