An infamous group of aggressive activists has become a fixture at Los Angeles City Hall and Police Commission meetings, routinely hijacking public comment and pushing proceedings toward delay, disorder, or outright shutdown. They don’t operate as a single organization, but their presence is consistent — and so is the disruption.
